Graduated at the University of Malta in 1943, he obtained his doctorate in Science and Engineering at Oxford. Mintoff was Political Secretary of the Labour Party, Prime Minister from 1955 to 1958 and from 1971 until 1984. During his term of government, after a vain attempt to equalize Malta to the status of Northern Ireland, he gained independence under a constitution that initially retained Queen Elizabeth II as head of state. Nevertheless, after 1964, because of the invasive english political, Mintoff induced Parliament to expel NATO bases from the island. He is regarded as the modernizer of his country.
