US Navy Rear Admiral. Folger was a graduate of the United States Naval Academy in 1864. During the later stages of the Civil War he served on board the U.S.S. John Adams and U.S.S. Marion. He was the Chief of the Bureau of Ordnance from 1889 to 1893 and commanded the U.S.S. Yorktown from 1894 to 1896. During the Spanish American War he commanded the U.S.S. New Orleans participating in the bombing of the Santiago forts in the summer of 1898. In 1905 he was appointed the Commander-in-Chief of the United States Asiatic Fleet, now the United States Pacific Fleet. He retired from the Navy on June 30, 1905 after forty one years of service.
