Arthur was the son of was the son of James Parks & Jane "Jenny" Entrekin.

He was County Surveyor of Nicholas County, Kentucky and spent his life near the old ferry, where he died.
Arthur's first wife was Ann L. Crenshaw d. 1845. His second wife was Elizabeth Ann Kincart (1822-1850). They were the parent to two daughters: Louisa "Lou" Parks & Tabetha Frances Parks.
