Rufus served as a Corporal with the 208th Regiment, Pennsylvania Volunteer Infantry, Company I (Civil War). His burial is listed in the Pennsylvania Veterans' Burial Record.

The son of Jonas & Caroline or Catharine Potter, in 1860 he was a boatman living in Buffalo Township, Perry County, Pennsylvania. He stood 5' 9" tall and had dark hair and brown eyes.

A Civil War veteran, he enlisted in Harrisburg September 2, 1864, mustered into federal service there September 7 as a private with Co. I, 208th Pennsylvania Infantry, and honorably discharged with his company June 1, 1865.
