Born Jose Pezet Arosemena in Nata, he received his primary and secondary educations in Panama but earned his Ph.D. of Arts and Letters from the Colegio Pio-Latino-Americano Pontificio (South American College) in Rome. Credited with initiating Arnulfo Arias Madrid into politics, he was also among the central figures involved in the Arias Madrid led Communal Action coup in 1931, which saw the overthrow of President Florencio Arosemena. He served as Minister of Education in the cabinet of President Harmodio Arias Madrid, and with him, cofounded the University of Panama in 1935. As first designate under Arnulfo Arias Madrid, he served as acting president from July 14 to 21, 1941, while Arias was in Costa Rica negotiating a border dispute. On October 9 of that year, he was arrested in the course of a political coup orchestrated by Ricardo de la Guardia. His official resignation was submitted on October 11, but he never acknowledged the legitimacy of the de la Guardia government. (bio by: BluGraver)
