William Albert "Bill" Payne, 92, died Dec. 18, 1991. Burial was in Willowbar Cemetery by Cimarron Mortuary of Boise City. Mr. Payne was born in Terre Haute, Ind., moved to the Keyes area in 1907. He married Ruth Kincannon in 1936 at the Marella community. He was a member of First Baptist Church, the Keyes Lions Club and a charter member of the Keyes Senior Citizens. Survivors include his wife; two daughters, Billie Ruth Rider of Goodwell, OK and Suella Ann Simmons of Jolon, CA; a sister, Alma Dormer of Wichita, Kansas; six grandchildren; and seven-great grandchildren.
