Rutherford was born in Shelby Co., Iowa. He was William W. Wadkins' 6th child, the 3rd child of William's second wife, Louisa Edwards.
He lived in Shelby, Iowa until around 1884, when William and Louisa and their children moved to the Washington Territory, and are found on the census for Whitman, Washington.
Around 1886 the family moved back to Iowa. Then about 1895 they removed to Arkansas, first living in Arkansas Co., and later to Garland Co. where they lived around Hot Springs. He married Bessie Bullard there in 1900, and that same year Rutherford and his wife were living next door to his father.
By 1910 Rutherford and Bessie had moved to Mead, Spokane Co., Washington, where they settled and raised their family.
His WW1 Draft card shows he was tall, medium build, had blue eyes and black hair.
