He was born in Long Beach, Calif., on Oct. 25, 1933.
He graduated from high school in Fortuna, Calif., in 1952. After high school, he joined the Navy and was discharged in 1961, receiving the National Defense Service Medal and the Good Conduct Medal.
He moved to Klamath Falls in the late 1970s and worked at the Klamath Livestock Auction, in charge of small animals, for many years. He also enjoyed repairing small engines and was very good at it. For several years, he owned and operated Jay's Knife Sharpening Service.
He enjoyed hunting, fishing and just exploring the great outdoors.
Jay was preceded in death by his parents Andy and Nona Harlan and sister Norma Madden.
He is survived by his longtime partner Lorraine Boschee, his sister Pat Goodell, brother-in-law Win Madden, nephew Gary Madden and wife Sami, nieces Gail Snavely and husband Keith and Karen Lesley and husband David, plus other family members and friends.
