On the 1920 census he is listed as age 33 which figures out to 1887, but on the 1930 census he is age 39 making birth closer to 1890. 1890 is inscribed on his grave marker, of course that info would have been provided by the person who ordered the marker.

This is a delayed (re-issued) birth record that was issued in 1941 and on it his birth is stated as 1890. I believe that on this type of record they just wrote down what they person gave them as there was no original record.
