Hugh was born in Athens County, the son of Harry and Mary Bebee Cunningham. Hugh was a retired blacksmith, a member of the Glouster Moose Lodge and the Glouster Eagles. Everyone called Hugh by his nickname Mutt.

He was married to Anna Schwalbach. They had one son, Donald, and five daughters, Mary Elizabeth Allison, Ione Clark, Betty Wolfe, Mona Morris, and Caryl Zimmer, and 16 grandchildren.

He was preceeded in death by three brothers.
