The son of Frederick & Lydia (Miller) Sultzbach, in 1860 he was a laborer presumably living in Hellam Township, York County, Pennsylvania, although he is not found in that census.

A Civil War veteran, he first served during the crisis that culminated with the battle of Antietam (Sultzbach was not involved there) as a private with the Nes Independent Militia Company September 12 - 24, 1862. He then was drafted in York County November 6, 1862, mustered into federal service at York as a private at an unknown date with an unknown company of the 166th Pennsylvania Infantry (aka "Drafted Militia"), and on December 8 was promoted to regimental quartermaster, indicating that he was a literate man. He was honorably discharged with the regiment July 28, 1863, in York. The Pennsylvania Archives' ARIAS file spells his surname "Saltzbaugh."

A lifelong resident of Hellam Township, he collapsed in his barn and died in his kitchen at age 73-10-27 from "apoplexy." His obituary spells his surname "Sultzbaugh" and mentions neither wife nor children, just sisters.
