He received three law degrees, was admitted to the bar in 1936 and was an associate in the New York law firm of Mudge, Stern, Williams & Tucker. During World War II, he served as a US Army Lieutenant Colonel in North Africa, 1943 and in China-Burma-India Theater, 1944 to 1945. After the war, he was Special Assistant to the Secretary of the Army for Reserve Forces, 1951 to 1953. In January, 1961, President John F. Kennedy appointed him Secretary of the Army serving until June, 1962. Under his direction, the Army combat division structure reorganized, special warfare forces expanded and the community relations role enlarged. He also was president of the Association of the United States Army, 1965 to 1974.
