Billattebded the Franklin Lakes Elementary School and Ramapo Regional High School. He was an employee of William Paterson University for nearly 38 years, joining the University in May 1974, as well as a longtime leader of the Communications Workers of America branch on campus. He started out as an Organizer, and later served as CWA Local 1031 Treasurer. He later held the positions of WPU CWA Branch Treasurer, Branch Vice President and then Branch President, which position he held for close to 20 years at the University.

Prior to joining the University, he enlisted in the U.S. Navy and served as an active duty Seaman aboard the USS Bon Homme Richard. Following his release from active duty, Bill was transferred to the Naval Reserve Manpower Center in Bainbridge, Maryland. During his years of naval service, bill was the recipient of a National Defense Service Medal, a Vietnam Service Medal, a Republic of Vietnam Campaign Medal, and a Good Conduct Award.

Bill was the son the late William Doughty and Helen (nee Joyce) Blauvelt, Sr. and the father of Gerrit Blauvelt
