Dr. Jorge Enrique Illueca Sibauste served as president from February 13 until October 11, 1984, following the resignation of President Ricardo Espriella, in whose cabinet he served as both Minister of Foreign Affairs and Vice President. His most notable act as president was to close the U.S. Army's School of the Americas at Fort Gulick, which had been severely criticized for producing a number of Latin American dictators (including Panama's Manuel Noriega). He did not seek reelection and was succeeded by Nicolas Ardito Barletta. Illueca attended the University of Panama, Harvard University, and the University of Chicago, receiving his Doctorate of Law in 1955. He helped restore diplomatic ties with the US following a break in 1964. He was then appointed by President Roberto F. Chiari to renegotiate the Panama Canal Treaty. He was appointed Special Envoy for the same purpose in 1972, by General Omar Torrijos. He was very active in international socio-economic organizations, including the United Nations (U.N.), the U.N. Economic Commission for Latin America and the Carribean (CEPAL), the Organization of American States (OAS), and the Latin American Economic System (SELA). He served as president of the U.N. Security Council (1958, 1959, 1976, and 1981) and as a member of the U.N. International Law Commission (1982 to 1991 and 1996 to 2001). He was a member of the Permanent Court of Arbitration at the Hague from 1974 to 1990. He received numerous international honors from across Latin America and Europe. He also received the highest honors of his home country, including the Collar of the Order of Bellisario Porras, the Collar of the Order of Manuel Amador Guerrero, and the Collar of the Order of Vasco Nunez de Balboa.
