After an education at University College London, he left for India and joined the Indian civil service. During the Indian mutiny he fought for the British forces. In 1878, he left the Indian civil service and retired to Tasmania. The next year he was elected to the Tasmanian House of Assembly. He left parliment in 1888 and was appointed Agent-General for Tasmania, serving in London until 1893. He returned to Tasmania and was again elected to Parliment where he became the 18th Premier on April 14, 1894. He served until October 12, 1899. He was knighted by Queen Victoria in 1893.
