Florence was the youngest of seven children in the James and Elizabeth Scott family. She was born in Meridian, Idaho and moved to Lebanon, Oregon with her family at age three. Upon graduation from high school, Florence taught two years at rural schools in the Lebanon area. Subsequently, majoring in French, she graduated with honors from Pacific University in 1928. She earned her athletic sweater as a member of the volleyball, basketball and swim teams. Florence was selected to be the University May Day Queen her senior year. In 1929, while teaching at Centerville High School, she met Henry, and a few years later started doubling as a farmer's wife and school teacher.
