In 1904, he defeated Republican Governor Heber M. Wells, Democrat James H. Moyle, American Party William M. Ferry, and Socialist Joseph A. Kaufman. While in term a bill was pasted requiring all births and deaths be registered with the State board of Health. A state juvenile court system was established in dealing with juvenile offenders. Cutler vetoed a bill funding county road construction. Growing popularity of the American Party and the loss of support from his own party, he withdrew his candidacy for second term. He supported William Spry. In later years he suffered poor health, he died from a self inflicked gun shot wound at the age of 82. (bio by: Imagine) Family links: Children: John C.
