He served as the fourth Bishop of the Diocese of Camden from 1968 to 1989. Ordained as a priest by Francis Cardinal Spellman at St. Patrick's Cathedral in New York City, on March 25, 1944, he was named Executive Director of Catholic Charities in May 1956, serving in this position until October 1966. He was elevated to the position of Titular Bishop of Marazanae, Auxiliary to Cardinal Spellman, this ceremony was again held in St. Patrick's on November 30, 1964. He was installed as the Bishop of Camden on March 4, 1968 at St. Joseph's Pro-Cathedral in Camden. A highlight of his reign was his installing of Father Michael P. Mundo, a priest of the Camden Diocese, as the Bishop of Jatai, Brazil. Another highlight of his tenure of the observation of the Camden Diocese's Golden Jubilee (1937 to 1987).
