Lawyer in Liberty and member of the Virginia state legislature. Enlisted as private, Company A, 2nd Virginia Cavalry May 11, 1861. Served as a volunteer aide-de-camp to General Jubal Early during the Civil War. Elected to the Confederate Congress in Dec. 1862. Post-War, was elected to the U.S. House of Representatives. Also was a lawyer in Norfolk and in Washington D.C. Served as the U.S. Solicitor General.
