He received his law degree at Albany Law School then practiced in Kingston, New York. From 1877 to 1885 he was surrogate of Ulster County, New York and successfully managed (1885) the campaign of David B. Hill for Governor of New York. Parker was justice of the New York Supreme Court from 1885 to 1889, then he moved to the New York court of appeals, and finally served as chief judge of the court of appeals from 1897 to 1904. He resigned as Chief Judge after receiving the Democratic Party nomination for the United States presidency election of 1904, an election he lost to Theodore Roosevelt. He was a past-president of the American Bar Association and past-president of the State (NY) Bar Association. He died in New York City, New York.
