James Henry Fowles Sr., 76, of the Finlay House, died Monday. Born in Columbia, he was a son of the late James Henry and Sophie Clarkson Fowles. Mr. Fowles was a retired chief of sanitation of Richland County Board of Health and an Army veteran of World War II. He was a member of St. John's Episcopal Church, the South Carolina Environmental Health Association, the China-Burma India Veterans Association and the University of South Carolina Educational Foundation. He was a graduate of USC, where he was a member of the Letterman's Association of Phi Kappa Phi fraternity. Surviving are sons, James H. and Burton W. Fowles of Columbia; a daughter, Mrs. Blanche F. Howard of Greensboro, N. C., and grandchildren.
