Frank E. Watkins was the son of William and Lena (Seymour) Watkins. He had an older brother LeRoy A. Watkins. Both LeRoy and Frank were born in Waterloo, Iowa. Their father, a carpenter, was born in England and their mother in Wisconsin.

Frank married Edna Jeanne Weller of Waterloo, in Chicago, Cook county, Illinois on Jan. 16, 1923. With passports in hand, they immediately set out on their overseas honeymoon, traveling to Asia, Europe, Great Britain and Canada, before returning home six months later. They resided in Waterloo, where Frank owned and operated the Watkins Coal and Lumber Company. Frank died in Los Angeles county, CA, Mar 18, 1971. Edna passed away in Waterloo, Oct. 16, 1980. They are both buried at Forest Lawn Memorial Park, Glendale, California. The couple had no children.
