William was the son of Alonzo A. Waters and Lillie Ellen Tate. He married Kathryn Dora Kuepper and had one known daughter, Dorothy May born 1920.
William served as clerk of the Glendale California Police Court; later as Deputy Clerk of the Municipal Court. In 1950 appointed chief Deputy Clerk of two- division municipal court. First president of Glendale City Employees Assn. Worthy President of the Eagles in 1939 and a trustee for three subsequent years.
