William was the middle child and only son of six children born to William Patrick and Margaret Frances Lund Moffett. The family lived in Kansas City, Kansas, and moved to Oklahoma by 1910.

On April 8, 1922, William Edward and Mary Helen Phillips, a native of Emporia, Kansas, were united in marriage at St. James Episcopal Church in Dalhart, Texas. They lived in Dalhart until moving to Los Angeles where their oldest child, Patricia Louise, was born. William Jr. followed a year later, then Margaret Helen in 1929. William was employed at the chief clerk for the Southern Pacific Railroad. His career had been spent with the railway spanning various jobs.

At the time of his death, he resided at 3409 Glenhurst Avenue in Los Angeles. He left his spouse, Mary Helen; his daughters, Patricia Bass, who lived in Rivera, and Margaret Stavers of Highland Park; as well as his mother, Margaret "Fannie" Moffett, of Sayre, Oklahoma; and sisters, Loretta Marie Catherine Moffett, Mildred Bridget O'Kelley, Rose Azelea Leeper, Redempta Bridget Carriker and Clella Frances Moffett; four grandsons and four granddaughters.

The Funeral Liturgy was celebrated at the Church of the Recessional. The services were conducted by Forest Lawn Mortuary.
