Born in Burlington, Iowa, he was the son of US Congressman Joseph John Seerley. He graduated from the University of Chicago and received a law degree and a C.P.A. designation. He enlisted in the United States Army Air Corps during World War I, serving as a Lieutenant assigned to the 13th Aero Squadron, France and in August 1918 scored 5 air combat victories. Returning home after the war he established his own investment company in Chicago, Illinois. Accepting a commission in air intelligence during World War II, he served as a Major, Assistant to the Deputy Chief of Staff, G-3, 8th Fighter Command and was awarded the Air Medal and a Silver Star.
