US Representative and Governor of Virginia. In WW I he served with the French Army in 1916 and 1917 and later as a lieutenant in the United States Marine Corps Air Service. After the war he studied law, graduating from the University of Virginia at Charlottesville in 1922 and from Columbia University, New York City in 1923. He was a member of the Virginia State house of delegates, 1930 to 1933 and elected as a Democrat to the Seventy-third and Seventy-fourth Congresses, March 4, 1933 to January 3, 1937. Reelected to the Seventy-sixth and Seventy-seventh Congresses, serving from January 3, 1939, until his resignation on March 1, 1941 to become a candidate for Governor. He served as Governor of Virginia from January 21, 1942 to January 16, 1946 and as president of the University of Virginia at Charlottesville from June 23, 1947 to September 1, 1959. In 1955 he was a United States delegate to the Tenth General Assembly of the United Nations and in 1960, accepted a presidential appointment to the Commission on National Goals. His last public office was in 1961 as chairman for the Commission on Goals for Higher Education in Norfolk, Virginia.  (bio by: John "J-Cat" Griffith)
