Wisconsin State Senator. He graduated from the University of Vermont in 1852, taught school while studying law, attained admission to the bar, and practiced in Milwaukee. A Democrat, he served as Milwaukee County District Attorney from 1865 to 1866. He was a commissioner for Wisconsin's federal courts, and in 1878 served on a committee to revise Wisconsin's statutes. He served in the Wisconsin Senate from 1883 to 1885. Cottrill was also an active Freemason, and attained the 33rd degree while serving in leadership roles including Grand Master of the Wisconsin grand lodge. Cottrill was often in ill health and died from the effects of tuberculosis.
