Frank was the son of Mortimer and Betsey Jane Spoors Lewis of York County, Pennsylvania and Huron County, Ohio. He first married Laetitia Bloom on 13 March 1898 in Wood County. She died a year later. Following the death of his first wife, Frank married Emma Jameson in Huron County on 25 January 1883. He was an oil worker for the Ohio Pipeline Company and died in Liberty Township of pernicious anemia at the age of 69.
