Captian Kimes graduated from the Naval Academy in 1925. He served sea duty on the USS Colorado BB-45, USS John D. Ford DD-228, USS Noa DD-343, USS Ramapo AO-12, USS Vireo, and the USS Indianapolis CA-35. He saw shore duty at San Diego Training Station; Training Command, Atlantic; and Training Station, Newport. He was awarded the Navy Commendation Medal, the Yangtze Service Medal (for service on the John D. Ford), the American Defense Service Medal with "Fleet" bar, the American Campaign Medal, The Asiatic-Pacific Campaign Medal and the World War II Victory Medal. His Citation for the Commendation Medal reads: "For meritorious service in the performance of duty while serving as Engineering Officer of the United States Naval Training Station, Newport, Rhode Island, from June 1944 until May 1945, and from May 1945 until October 1945 as Instruction Officer at that command. Captain Kimes originated and placed into operation a training course for the engineering divisions of crews of new ships and rendered invaluable assistance in connection with the construction and opoeration of an Engineering School. The high qualities of leadership, admirable devotion to duty, and splendid military example which he displayed were an inspiration to the officers and men with whom he served and contributed materially to the efficiency of new vessels joining the Fleet. Captian Kimes' outstanding performance of duty reflects great credit upon himself and the United States Naval Service."
