He attended South San Francisco High School (California) and College of San Mateo before transferring to the University of Pacific, where he played collegiate football. Selected as a non-drafted player by San Francisco, he appeared in 80 regular season games, compiling 203 receptions for 2,643 yards, with 18 touchdowns, earning All-Pro recognition in 1957. Conner was part of a productive San Francisco receiving core which included Hall of Fame player Hugh McElhenny and Billy Wilson. Following his football career, he worked in the private sector.
