Democrat Representative from South Carolina. He served in the US Senate from 1849-1859 and as Speaker of the House from 1857-1858. In 1861 he served in the Confederate Senate from South Carolina and served as Governor in 1866. In 1872, he was appointed as Minister to Russia by President Ulysses Grant where he served until his death in 1873 in St. Petersburg, Russia. (bio by: Tim Crutchfield)
