Prince Edward Island Premier. Owen served as the Premier of Prince Edward Island from 1873 to 1876. He also served as Postmaster General of Prince Edward Island, Member of the Legislative Assembly, Member of the Executive Council, and Commanding Major of the Kings County Regiment of Volunteer Militia.
