US Congressman. He was elected first as a Democrat, then as a Republican to represent to different Pennsylvania Congressional Districts in the United States House of Representatives. He served from 1851 to 1863 and was Speaker of the House during the first two years of the Civil War (1861 to 1862). He was again elected in 1897 and served until 1903.
