US Congressman. Elected to represent Ohio's 16th and 18th Districts in the United States House of Representatives, serving from 1909 to 1911, and 1915 to 1919. He was defeated in 1910. Also served as a Member of the Ohio State Senate in 1879, and Ohio State Attorney General from 1883 to 1884. He was a veteran of the Civil War, serving in the Union Army.
