Carol was born to Cyril Frank Payne and Ada Wynder and attended schools in Mountain View and Cardston. After graduating high school in 1951, she studied at the School of Nursing at Idaho Falls LDS Hospital and graduated from there in 1954. She married Max on July 29,1953, in Cardston, Alberta LDS Temple. She married Heber C. Swainston in 1993 in the Logan Temple, and he died in 2016. Survivors included: children Craig (Dianna) Park of Boise, Kerry Max (Rebecka) Park of Lehi, UT, Christina (Dennis) Keppener of Wenatchee, WA, Kathryn (Chris) Schultz of Richmond, UT, Kenneth (Ginger) Park of Ucon, Cameron (Christy) Park of Orem, UT; and siblings Gwen (Walter) Meyer of Edmonton, Alberta, CAN. Bryce (Corliss) Payne of Winder, ID. Merrilyn Payne Dahl (deceased). Collin (Janice) Payne of Lumby, BC, Dennis Payne of Lethbridge, Alberta, Kendell (Luanna) Payne of Mountain View, Alberta, and Maryanne (Garth) Luscombe of Calgary, Alberta.
