Born in Whigville, Noble County, Ohio, this Republican was a successful prosecuting attorney for Noble County in 1884 and nearby Belmont County from 1890 to 1896. In between holding those two positions he briefly served in the state legislature and lived in Cleveland before returning to Southeastern Ohio. He was elected to represent Ohio's Sixteenth district in Congress after poor health forced the resignation of Joseph J. Gill in 1903. Weems was elected twice more for Congress serving from 1903 to 1906. After his Congressional service Lane, he returned to Ohio where he became solicitor for the Pennsylvania Railroad, president of a St. Clairsville bank and resumed his private law practice.
