US Congressman. He served in the United States Navy during World War I. He was elected as a Democrat to represent South Carolina's 2nd Congressional District in the United States House of Representatives, serving from 1945 until 1949. Defeated in a re-election bid in 1948, he ran again in 1950, and was again elected to the 2nd Congressional seat. He served from 1951 until his death in office in 1962. After his passing, his wife, Corrine B. Riley, successfully ran for his unexpired term.
