He was elected as a Representative from North Carolina to the United States House of Representatives, serving from 1887 to 1889. In 1901, he was elected as a Senator from North Carolina to the United States Senate, serving for thirty years until he left office in 1931. Following the sinking of the luxury liner "RMS Titanic" in 1912, he served on a Congressional committee looking into the disaster.
