Born near Golconda, Illinois, he moved to Mississippi in 1844 to practice law. He served in both the Mississippi Legislature and State Senate from 1846 to 1854, and founded the Mississippi levee system in 1858. During the Civil War he served as a Mississippi State Brigadier General in the Confederate Army. In 1865 he presented credentials as an elected United States Senator but was barred from taking his seat. He was elected as Governor of Mississippi in 1869 and served from 1870 until 1871, when he resigned after being elected as Senator from Mississippi to the United States Senate, where he served from 1871 to 1877.
