A member of the Republican Party, he served Missouri's 7th District in the US House of Representatives from 1989 until 1997. He received his BS from Southwest Missouri State University in 1951 and following graduation, he served with the US Air Force for two years. He worked in the insurance industry and later founded a business which leased security equipment. Prior to holding public office, Hancock was noted as the initiator of what became widely known as the "Hancock Amendment". Passed by Missouri voters in 1980 through referendum, the purpose of the act was to limit taxes and expenses. The law would inspire other state to adopt the policy. During his tenure in the Congress, Hancock served on the House Ways and Means Committee. (bio by: C.S.)
