Delaware Governor. He served in the Delaware General Assembly and became Speaker of the Delaware House in 1789. He became Delaware's 9th President (Governor) upon the death of Governor Thomas Collins on March 29, 1789 and served through June 2, 1789. (bio by: Russ Pickett)
