51st Delaware Governor. He served as a Delaware State Senator, and became the Speaker of the Senate. On April 8, 1895, as Senate Speaker, he assumed the office of Governor upon the death of Governor Joshua H. Marvil, and served until January 19, 1897. Was the Grandson of Delaware's 37th Governor, William Tharp. (bio by: Russ Pickett)
