Elected as a Democrat to represent Missouri's 15th District in the Sixty-third and two succeeding Congresses, he served from 1913 to 1919. Raised on farms in his native Ohio and in Kansas, he earned a law degree at the University of Kansas at Lawrence in 1899. The following year he was admitted to the bar and began practice in Joplin, Missouri, where he also served as City Attorney (1900 to 1902). Decker held no political office prior to his three terms in the US House of Representatives, and after his defeat in the 1918 Congressional race he returned to his Joplin law firm. He resurfaced in 1932 as a delegate to the Democratic National Convention, but any hopes of a comeback under the Roosevelt Administration were thwarted by his death at 58.
