Politician. Served as a member of the Delaware State House of Representative from 1888 through 1889. Served as President (Mayor) of Smyrna, Delaware from 1878 through 1898. Ran an unsuccessful campaign for the office of Governor of Delaware in 1896 and was defeated by Ebe Walters Tunnell. Elected to represent Delaware to the Fifty-Sixth Congress and served from March 4, 1899 until is death. (bio by: Russ Pickett)
