Spanish-American War Congressional Medal of Honor Recipient, United States Army General. A 1879 graduate of the United States Military Academy at West Point, New York, he was posted as a 2nd Lieutenant in the 1st United States Cavalry after graduation. He served on the frontier, alternating between being a cavalry instruction and participating in the conflicts with the Plains Indians. Promoted to 1st Lieutenant in 1889, when the War with Spain began in 1898 he was promoted to a Captain of Volunteers, and served as an Assistant Adjutant General. He was awarded the CMOH for his bravery at Santiago, Cuba, on July 1, 1898. His citation reads "Distinguished gallantry in encouraging those near him by his bravery and coolness after being shot through the head and entirely without sight." His Medal was awarded to him on July 9, 1902. Later in 1898 he was appointed as Superintendent of the USMA by President William McKinley, a posting that advanced him from his Regular Army rank of 1st Lieutenant to the rank of Colonel. He served heading the Military Academy until 1906, when he was succeeded by General Hugh L. Scott, and was promoted to Brigadier General during his tenure (July 1904). (bio by: Russ Dodge)
