Democrat Congressman from Georgia. Served in the House of Representatives from 1903-1914 and was appointed to the US Senate to finish the term of Augustus O. Bacon who died in office in 1914. Served in the Seanate from 1914-1919. Also served as Governor of Georgia from 1921-1923.
