Politician. At the height of his career, he became Japan's prime minister on two occasions, in 1898 and again in 1914. He also served in the capacities of minister of foreign affairs and held various positions in the ministry of finance. In addition to his many political endeavors, he also founded Tokyo's prestigious Waseda University in 1882. Among his legacy were the "Okuma monjo," a collection of documents of valuable information for those studying the history of the Meiji era.
