US congressman. Elected as a Republican to represent Pennsylvania's 24th District in the Forty-first Congress, he served from 1869 to 1871. An 1859 graduate of Pennsylvania's Waynesburg College, he was initially a teacher at Abingdon College in Illinois (1860 to 1862). In 1862 he joined the Union Army as a Captain in the 83rd Regiment of the Illinois Volunteer Infantry, and served throughout the Civil War. Following his discharge he studied at New York's Albany Law School, was admitted to the bar in 1867 and settled as a practicing attorney in Waynesburg. Donley's one term in the US House of Representatives was the only time he held a political office. Defeated for reelection in 1870, he returned to his Waynesburg practice. (bio by: Bobb Edwards)
