US Congressman, US Senator. He was elected as a Democrat to represent Virginia's 5th Congressional District and as an At-Large Delegate in the United States House of Representatives, serving from 1931 until he resigned in 1946 to assume the vacancy in the United States Senate caused by the death of Senator Carter Glass. He then served as a Democratic Senator from Virginia from May 946 until November 1946.
