James Devlin, son of James Devlin and the former Miss Margaret Ann Gray, was born in the Cedar Springs area of Abbeville District South Carolina in 1780. His parents were charter members of Cedar Springs & Long Cane A.R.P. churches.

In 1800, James married Miss Margaret Wardlaw, daughter of John Wardlaw Jr. and the former Miss Jane Bowman; a childhood family friend. This union had 10 children: John L (1802-1804), Jane Peggy (1805-1844), Sarah Wardlaw (1808-1876), James Madison (1812-1878), Elizabeth (1812), Caroline (1814), John Lewis (1817-1875), Martha (1819-1885), William B (1820-1848) and Mary A. (1826-1868).

Col. James Devlin was a veteran of War of 1812; serving in the 4th Regiment, South Carolina Militia and The Seminole War (1835-1842); again serving in the South Carolina volunteer militia.

A lifelong member of Cedar Springs church, James Devlin was an ordained Ruling Elder and served as a Trustee at Erskine College in Due West, South Carolina.

At the time of his death, Col. James Devlin owned a large tract of land and plantation; which he left to his surviving children. He departed this life on the 7th day of July 1849 at the age of 69 years old. Col. Devlin was buried in the churchyard at Cedar Springs cemetery near his wife, Margaret.
